What child-resistant means
Child-resistant means a pack that most children under five cannot open, and that most adults can. Both halves matter. A tin nobody can open is not a win, it is a different failure, and the protocol tests for it.
The US protocol is 16 CFR 1700.20. It is a testing procedure, not a certificate you buy. There is no federal body issuing a licence, which is why "CR certified" on its own tells you almost nothing.
How the closures actually do it
Nearly all of them work by asking for two things at once. Small children are strong enough and clever enough to do one thing, but doing two different things at the same time is the part that reliably stops them.
Press and turn is the clearest example. Turning the lid alone does nothing, because the outer cap spins free. You have to press down and turn together. A slider wants a button held while the tray moves. A flip wants a catch squeezed while the lid lifts.
Why a pass covers one pack, not a company
A pass covers one package configuration: one closure, at one size, in one material. Change any of those three and you are outside what was tested.
This trips up more people than anything else in packaging. A supplier can say truthfully that they have passed testing, and the thing they tested might not be the thing you are buying. Ask which report covers your mechanism, at your size, in your material. Anyone who makes these can answer that in a sentence.
Does the packaging have to be child-resistant
In legal cannabis markets, usually yes, and the exact wording differs by state. We are not going to summarise fifty sets of rules here, because those rules change and a page that is out of date is worse than no page.
What is worth knowing is that the requirement almost always points at the same protocol, so a pack that has been through 16 CFR 1700.20 testing is the starting point nearly everywhere.
What to check before you buy
Three questions. Which mechanism was tested, at what size, and in what material. If the answers do not match the pack in front of you, the pass does not apply to it.
