Our child-resistant package configurations are independently tested to 16 CFR 1700.20. Here is what that protocol measures, what a pass covers, and what to ask any supplier for.
What the protocol tests
16 CFR 1700.20 is the federal protocol for child-resistant packaging. It measures a specific package configuration against two panels: children under five, and adults aged fifty to seventy.
The pack has to defeat the first group and not the second. Both halves matter. A container a senior cannot open fails the standard just as surely as one a child can.
Why a pass covers a package, not a supplier
Testing runs per package configuration. A given mechanism at a given size in a given material is what passes, not the company that made it.
This is why "we are CR certified" tells you nothing about the size you are about to order. It is a claim about the supplier, not evidence that the configuration you are ordering has passed the testing. The standard evaluates package configurations, not manufacturing facilities.
What to ask for
Ask for the report covering the exact configuration you are ordering: that mechanism, at that size, in that material. Not a certificate number on its own, and not a statement that the supplier is certified.
If the answer is one certificate covering an entire catalogue, the certificate is not doing what you think it is. Ask us the same question about the size you are specifying, and ask it before you commit rather than after.

What does 16 CFR 1700.20 mean?
16 CFR 1700.20 is the federal protocol used to establish whether a package is child resistant. It tests two things: whether children under five can open the package, and whether adults aged fifty to seventy can open it and close it correctly again. Both have to hold for a pass.
Does 16 CFR 1700.20 certify a factory?
No. The protocol evaluates a package configuration: one mechanism, at one size, in one material. A supplier stating that it is child-resistant certified has told you something about the company rather than about the item you are ordering. Ask which configuration the testing covers.
Does one test cover every tin size?
Not necessarily. Changing the size, the closure mechanism or the material changes the package configuration, and a pass covers the configuration that was tested. Ask any supplier for the documentation covering the exact configuration you intend to order, and ask before you commit rather than after.
